Patterson is in atten dance on the Republican Senatorial caucus which convened at noon. Con- oyer had not put in an appearance up to half-past twelve. The Senate rostothce committee gave a lurtner consideration to trie case of Wickersham, the nominee lor the Mobile postomce, but reached no conclusion. The indications are that the committee will report in favor of his confirmat ion. The House is discussing the repeal of the resumption act. Mr Eyarts had an interview with the sub-committee of the House commit tee on Foreign Relations on the distri bution of the awards of the American mixed commission. It is thought that the committee will not report to the full committe until next session. A San Antonio, Texas, dispatch says that Gen Ord received, ytsterday, an official copy of the order of President Diaz to Gen Daleon, commanding the Mexican forces on the border, to repel invasion by the United States troops by force,- and Gen Trevino has been ordered to the Kio virande with iJ.ouu troops to carry out the order. Gen Ord has telegraphed to the President for another .regiment of cavalry. Mean time a recognized Mexican minister is expected, and that ordinary diplomacy will solve the question. The committee on Privileges and Elections voted 6 to 3 in favor of seat ing Kellogg. They have set Eustis' case for Monday, and have directed Butler and Corbin, from South Caro lina, to prepare their cases forthwith. NIGHT DISPATCHES. House The great interest in the House to day was the bill to repeal the resumption act. There were fourteen amendments pending when the House began to vote, and all ot them were negatived except one offered by Fort, of Illinois, as a substitute, and which had actually been accepted by the committee on Banking and Currency. The bill was finally passed by a vote of 133 to 120. The following is the text of the bill as passed : "Amend the title so as to read : A bill to repeal all that part of the act ap proved January 14, 1875, known as the resumption act, which authorized the Secretary of the Treasury to dispose of United States bonds and redeem and cancel greenback currency,' 'That all that portion of the act approved Jan uary 14, 1875, entitled an act to provide lor tne resumption oi specie payments, which reads as follows, to-witi 'And whenever and so often as circulating notes shall be issued to any such bank ing association, so increasing its capi tal or circulating notes, or so newly organized as aforesaid, it shall be the duty of the Secretary oi the Treas ury to redeem the legal tender United States notes in excess only of three hundred millions of dollars to the amount of eighty per centum of the sum of the national bank notes so is sued to such banking association as aforesaid ; and to continue such re demption as such circulating notes are issued until there shall be outstanding the sum of three hundred millions of dollars of such legal tender United States notes and no more; and on and after the first day of January, 1879, the Secretary of the Treasury shall redeem in coin the United States legal tender notes, then outstanding, on their pres entation for redemption at the office of the Assistant Treasurer of the United States, in the city of JNew York, in sums of not less than fifty dollars ;and to enable the Secretary of the Treasury to prepare and provide for the redemp tion in this act authorized or required, he is authorized to use any surplus revenues, from time to time, in. tne treasury, not otherwise appropriated, and to issue, sell and dispose of, at not less than par, in coin, either of the descriptions of United States bonds described in the act of Congress apN proyedjuly 14, 1870, entitled an act to authorize the refunding of the na tional debt, with like qualities, privil eges and exemptions to the extent this act into tun Manchester November 23. The Quardiaii publishes the following from its London correspondent : 'The re cent success of the Russians in Asia, and the probability that they will soon achieve as decisive a victory at Plevna, have brought back the. government to that state of anxiety into which they were thrown by the first raid across the Balkans. The feeling these events pro voke in the minds of the ministers is to be gathered from the tone of .the papers that support the Premier's for eign policy. These j our rials are 'daily vehemently demanding the active in tervention of England. For two or three days the air has been' full of the most sinister rumors. It is stated that the Premier has informed the Russian minister that if Adrianople betaken and Constantinople jeopardized, there may be such an outcry in England as to make war on the part of this coun try inevitable. Information of this declaration has been sent to the Rus sian headquarters, and has made a strong impression there. In these cir cumstances there is some reason for fearing this country may be dragged into the present conflict. Further ground for such apprehensions is af forded by the fact that within the' last few hours orders have been issued for the immediate preparation of an army corps. A warlike policy will meet much opposition, and it is hard to fore cast what will be the popular verdict. In these circumstances it would not he surprising if the government took some form of stating the grounds of their conduct and inviting the arbitrament of public opinion upon them." Note. Excepting the statement that the Conservative organs clamor for intervention, which is corrected, the foregoing must be accepted with great reserve. A dis patch from Harrisonburg, Va., says an indictment was found yesterday against DeWitt Ettinger, alias tHover, charged with wrecking the railroad train of the Baltimore & Ohio Railroad, on Saturday night. The chief witness is Isaac Powell who was present and saw Ettincer do the work. No indict ment was found against either Powell or Ludholtz. New Yoek, November 23. A Cin cinnati dispatch says J T Colling, sec retary of the W estern Insurance Com pany, is behind $14,000 in his accounts. The company made security by a mortgage on his property and removed him. A Rome dispatch says the Pope has suspended audiences on account of his sickness. There was a fire in the upper stories of a marble building, corner of 9th and Chestnut streets, Philadelphia, yester day; loss, $120,000. Lloyd's telegram from Liverpool states that the steamer "Bohemian," from Boston, is ashore high and dry on Bristol bank. She is expected to come off with the tide. The Central Na tional Bank has closed its doors, and will go into liquidation.
